Summary of key aims

The Joseph Rowntree Foundation's Older People's Programme was developed by a Steering Group of Older People working with officers, researchers and policy advisers. Rather than focusing on the views of professional researchers and planners about what needs to be done, the programme began with (and has persisted with) the priorities defined by older people. These priorities have been - older people's definitions of quality, addressing unmet need, involving older people in principle and practice, the importance of information advice and advocacy, the needs of older people from Black and Minority Ethnic communities.

Who has evaluated, or will evaluate, the programme?

The "evaluation" is much more about older people's views of the saliency of the findings. This "peer review" has happened within individual projects and within the programme as a whole. We have tested the ideas within individual projects, with the Older People's Steering Group and with Older People at a programme launch.
