Dependency:The emergence and legal construction of a social risk in Europe
Summary
The dependency of elderly people is a problem for all the European countries facing an ageing population. The first aim of the current project is to measure to what extent and how dependency is recognised as a "social risk", in the meaning of the social security law, by the social systems of the member States of the European Union. For most of the countries affected, resorting to a public device alone does not allow to cover all the needs of long-term care and this lack opens the doors to different protagonists. From the methodological perspective, this research project aims to implement a comparative legal approach. Therefore we will also present recent legal reforms of the different countries studied and we'll analyse their main characteristics.
